Times where I wouldn't use it would be to let on merging traffic, if the right lane is an exit only lane (when I'm not exiting) or when I'm passing slower traffic that's in the right lane. I only use the left lane if I'm going faster than the middle and right lanes. You'd be surprised at how efficient traffic COULD be if people followed these simple rules.

We have one area where the right-most lane is an exit onto another interstate and about 500 yards later, it's the end of an onramp from that interstate immediately followed by two on-ramps from street level. It is always clogged at that area and it's just smart to avoid the congestion.
